Depends on pictures... adding dust on the sand is not so easy for me has I don't master technic yet. But advises are welcome 😉

I like to apply some pigment liberally onto areas where I want to have them and work them into the surface with a stuff brush or simply my fingers. You can repeat that until the desired effect is reached. At the wheels I would wipe some of the pigments off again from the top parts of the tires profile. You can fix the pigments with pigment fixer too.
Maybe that helps.
