It's Ammo Night Blue extra thin cement. This one:

Ah. Hm. I use Tamiya Airbrush Cleaner as extra thin replacement (same chemicals apparently). I wonder, if some color could be added to the liquid glue.

I tried with methylene blue - results were not satisfactory.
Oh, you can buy Extra Thin components separate (n-Butyl acetate + Acetone) and mix them yourself 1/1 to reduce the price by about 94%.
